  • Legal adviser on a World Bank-led market sounding on renewable energy barriers in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Armenia, and Georgia. Advised the World Bank and DNV Energy Systems Germany GmbH on regulatory challenges to renewable energy scale-up. Led stakeholder interviews with public authorities, IPPs, and financiers to identify barriers and recommend policy solutions.

  • Legal consultant on USAID “Power Central Asia” Project, a $40 million programme focused on energy sector revitalisation, clean energy investments, and cross-border trade. Assisted USAID to improve the investment environment for renewable energy and address grid integration issues, the Government of Kazakhstan initiated amendments to its renewable energy and electricity laws in the Majlis.

  • Legal adviser on ADB project to establish a regulatory framework and incentive scheme for renewable energy use and energy efficiency in Kazakhstan’s heat supply sector. Drafted a new Law on Heat Supply and amendments to related legislation, including tariff methodology and technical standards.

  • Legal consultant on a pilot programme for hybrid renewable energy projects with BESS in the Kostanay region of Kazakhstan. Supporting the development of three site-specific wind power plants totalling 500 MW under a $7 million EBRD-funded initiative. Advising on two 1 GW wind auctions, legal due diligence, legislative review, tender and PPA drafting, as well as land use, permitting, grid, and environmental matters.

  • Legal consultant on a World Bank-funded project with Economic Consulting Associates to amend Kazakhstan’s electricity and heating tariff methodologies. Advised on drafting a new tariff framework aimed at reducing subsidies, strengthening sector institutions, and improving utility performance and financial sustainability.
