Ms Salimova-Tekay has worked in Central Asia, Caucasus & South Europe with the primary focus on financing infrastructure development – power, district heating, water & wastewater, and transport. She has led a range of financial modellings, feasibility studies, PPP deals, and strategy formulations. She has also managed several policy advice-related engagements in infrastructure tariff setting, RE auctions mechanisms, bankability of PPAs, and utility financing.

Jannat also actively participates in policy dialogue on such important matters as PPP, renewable energy, tariff regulation, and municipal finance. She is currently the President and Founding Member of the Kazakhstan Renewable Energy Association, advising several wind projects at early development stages.

Jannat is highly experienced in financial structuring, financial/economic analysis, and investment evaluation, public financing options analysis, financial and operational restructuring of municipal utilities, issues of corporate governance, financial modelling, and public/private investment valuation.
  • Advised EBRD on the procurement, under the principles of PPP, of construction and facility management of a 300-bed teaching clinic for the country's flagman medical university - the Kazakh National Medical University named after Sanjar Asfendiyarov.

  • Assistance to the Government of Kazakhstan in improving its investment climate for renewable energy projects by establishing the policy dialogue of the donor community with the Government, enabling the country’s aspirations for conducting energy auctions, enhancing the bankability of the PPA, etc.

  • Assistance to the Akimat of Astana City in analysing various PPP options for the project of expanding the municipal wastewater treatment capacity.

  • Advised EBRD on the development of a comprehensive Feasibility Study of the district heating system for Almaty city.

  • Conducted an audit of the EPC contractor in EBRD project on the construction of a 66 kilometre Almaty bypass (the BAKAD project), currently the largest public - private partnership project in Central Asia.
