  • Advising the Asian Development Bank (ADB) on Kazakhstan's legal and regulatory framework for implementing the Energy Transition Mechanism (ETM). This work included analysing regulations for coal capacity decommissioning, integrating renewable energy sources, identifying legal gaps, and preparing proposals for the Emission Reduction Fund (CRF).

  • Advised European Bank for Reconstruction and Development (EBRD) on legal and regulatory aspects of land plot reservation, land ownership, BESS deployment and other relevant matters for renewable energy project to be implemented via auction.

  • Advised quasi-state investment company on enforceability of the Joint Investment Agreement aimed at localising the production of wind turbine components in connection with the development and operation of a 500–1000 MW wind power project in Kazakhstan.

  • Advised the consortium of large energy companies on the structuring and implementation of a 22MW gas power plant project in Kazakhstan using associated gas, including the establishment of a project company, allocation of roles between the EPC contractor and local subcontractor, and evaluation of two incorporation options.

  • Advised the Government of Kazakhstan, the World Bank, KEGOC, and DNV Energy Systems Germany on assessing Kazakhstan’s transmission network readiness for planned Variable Renewable Energy (VRE) expansion, identifying required grid investments, evaluating least-cost options to manage VRE intermittency, and analysing battery energy storage system (BESS) potential to support the 2035 generation expansion plan and 2060 decarbonisation goals.

  • Advised foreign investors on a cross-border acquisition of wind power assets, including conducting comprehensive legal due diligence of the target companies and providing end-to-end transaction support.

Kurmet provides legal assistance on wind and solar energy projects, covering mergers and acquisitions, legal due diligence of permitting documentation, ownership structure analysis, power purchase agreements (PPAs), and land law matters. He has substantial experience drafting and negotiating EPC agreements, as well as supporting negotiations between investors, contractors, and government authorities.

His practice spans the construction, financing, and operation of complex energy facilities across Kazakhstan and Central Asia. His professional background includes involvement in a number of large-scale cross-border energy projects, such as acquisition of wind farms in Kazakhstan, advising on the auctions framework in the renewable energy sector, legal and regulatory review of green cities action plans in Kazakhstan under EBRD Green Cities programme.

Kurmet is actively engaged in regulatory reforms aimed at improving investment conditions in the energy sector and contributes to the development and adaptation of international standards into Kazakhstan’s legislation in areas such as tariff regulation, decarbonisation, energy efficiency.
