Key Changes in the Legislation for July And August 2020

In this publication, we would like to emphasize the most significant amendments and novelties of the legislation of the Republic of Kazakhstan, adopted in July and planned for adoption in August 2020.

In particular, important changes were introduced regarding quarantine measures on the territory of the Republic of Kazakhstan:

  • Quarantine is extended for another 2 weeks from August 3, 2020. Additional restrictive measures will be introduced in regions in accordance with the decrees of the chief sanitary doctors of the region.

  • Now, when going outside, it is required to comply with the mandatory requirement for wearing masks, with the exception of children under 5 years old, as well as individuals involved in individual and group sports, no more than five people, keeping a social distance.

  • Public catering facilities will work on weekdays and weekends from 10:00 am to 10:00 pm only in the open air with a seating capacity of up to 30 people.

  • The activities of shopping and entertainment centers, shopping centers, indoor markets are still prohibited.

Changes related to banking and lending issues:

  • From July 21, 2020, the Board of Directors of the National Bank of the Republic of Kazakhstan issued a resolution, in accordance with which the base rate of the National Bank is set at 9.00% per annum.

  • The Ministry of National Economy of the Republic of Kazakhstan, together with state authorities and National Chamber of Enterpreneurs Atameken at the meeting of the State Commission, were instructed to develop a set of measures to provide support to entrepreneurs.

Changes in the Administrative Proceedings of the Republic of Kazakhstan:

  • On June 29, 2020, the President of the Republic of Kazakhstan signed a new Administrative procedural code, as well as a Law on amendments to various legislative acts of the Republic of Kazakhstan. From July 1, 2021, these documents will come into effect.
